1. Start > Run > Regedit.

2. Locate, HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced

3. Find the value EnableBalloonTips (or right click new >key call it EnableBalloonTips set the value data to 0)
